International Recovery Forum

We happened to find Mr.Jeremy Collymore, Coordinater of Caribbean Agency

   I was participated in the forum, and found many new facts.  I was very impressed by the speech of Salvano Briceno.  Actually, this is the second time to hear his speech, but I was again shocked by his words.  He said the words “DISASTER IS NOT NATURAL”, again and again.  

In January 24th, International Recovery Forum was being held in JICA Hyogo in Kobe. This Forum was organized by IRP (International Recovery Platform), JICA (Japan International Cooperation Agency) – Disaster Reduction Learning Center, UN/ISDR (United Nation/International Strategy for Disaster Reduction) Hyogo office and ADRC (Asian Disaster Reduction Center). 

The theme of the forum was “Capacity Development for Better Recovery”.  First, there was a keynote speech by Salvano Briceno, Director of UN/ISDR Secretariat.  Then many people, who are very much concerned with Disaster Reduction, reported the current situation about Natural Disaster and Disaster Reduction in All over the world.

The Forum was full of productive information, and every one of the participants got something from it.

I heard these words in his former speech too, but I re-impressed by his word this time. It is true that “NATURAL PHENOMENON” will hardly ever cause disaster.  The one which cause disaster is artificial objects. I agree with his idea to call “natural disaster”, “natural phenomenon”.   Disaster is not natural; disaster is something which can be prevented.  The current campaign of ISDR is “Safe Hospital”, it is important to save the building to save the people, when the “Natural Phenomenon” happens.

   I hope UN/ISDR can make as much hospital as they can to be safe.

  By the way, one thing I thought in the forum was that there were too few young people.  Actually, I’ve never saw someone aged younger than me.  Even if it was a forum for adults, I think more young people should come to the place like this.  I think there is much knowledge which can not be got through the Internet.  We should be more active to join the program like this forum. 

   The concept of “Disaster Reduction” is still minor, because people don’t know about the disaster.  It is true that “Natural Phenomenon” might not happened in our region in our life, but if it happens, it is our responsibility that these “PHENOMENON” to be a “DISASTER” or not.  We should be prepared all the time, because it is our responsibility to save our lives.

   There is more to say, but I have no space this time, so I should keep them for the next newsletter.  So, see you next time!

　Because of the increasing storms that are causing many troubles in the northern area from Salta city, on the 18° the Government started building “Mobile Eating Inn” where people will be able to have three foods per day. There are going to be 4 Mobile Eating Inn, which are been located in strategic areas.

The workers from the Center  for the Citizen Protection are building one of the Mobile Eating Inn.
　The Pilcomayo River increased its wealth causing a flood in Santa Maria and also in Santa Victoria East side (south of Bolivia and north of Argentina) .The flood was not dangerous enough to make the Center for the Citizen Protection(CCP) evacuate the residents. The Government planed an air-way to assist the more than 3.500 people who are isolated. People in there are being given shoes, food, mattress and medical assistance.  This plan will be working till the river decrease its wealth which is now 6.20 meters.

Children’s draws embellish the day

West Africa 　Guinea-Conakry 　　" Flood "

　Children From the Sierra International School drew beautiful things about their school and some of them represent their interest in Natural Disasters and how they see or imagine them. They show that young people like them, are wanting to make everybody know about this topic. It is rally good that this message could be seen by everybody and it is also an example to follow.

　In the last photo you can see them planting trees that as all of us know is really important because of the trees that are being cut down everyday. Another good thing to show to the world.

Comments: I believe this is the first step to something that is going to be huge. If we use the media to do things like this we have to be sure that we will be giving what the people need, and what is it? It is information and communication, with that we can make them to realize about the topic.
