I think there are three stages.

                First Stage:  Before a natural disaster occurs
Different communities can share their knowledge related to natural disasters. By listening to other communities that deal different disasters, people can check if their area is safe or dangerous.

                 Second Stage:  Immediately after a natural disaster
People who live in an area struck by a disaster have to rely on themselves for several days.So, it is especially important that young people contribute to the reconstruction effort. It is also important that people in other countries send messages of encouragement and support to those in an area affected by a natural disaster.

                  Third Stage:  After recovering from a natural disaster
It is important to tell the next generation about the lessons learned from a natural disaster. We have to work together to prepare for or prevent disasters in the future.
